10. The Army attempted to facilitate the birth of a new democratic age in the history of Egypt.
11. The SCAF never wavered in its support of holding parliamentary elections and handing power to a civilian administration.
12. We stopped referring civilians to military trials based on the wishes of our people.
13. Some continued to doubt the honest intentions of the SCAF. Many continued to instigate divisions between the Army and the people.
14. We are not interested in holding a monopoly over power in Egypt.
15. We are committed to defending the national interests of this nation.
16. We have accepted the resignation of Essam Sharaf's government and I have directed the outgoing Cabinet to continue fulfilling their obligations until a new cabinet is formed.

いまも繰り広げられている毒性の強いCRガスや実弾を使用した軍と警官隊の暴力に対し、完全にしらをきっている姿勢が、まずは人民の反感を大いにかった。今朝のタハリールの映像は、まばらな人影を映しているが、ジャジーラ等報道のみたてでは、みな食事や着替えに一時帰宅しただけで、午後からまた相当規模の抗議デモ隊が戻ってくるだろうとのこと。
それに対して、辞任したシャラフ内閣に代わる救国臨時内閣の組閣、来週日曜の予定を変更していない下院議会選挙の具体的実施方法(おととい施行したばかりの旧政権関係者を排除する法律の適用や投票所の安全確保などなど)などを、将来の大統領候補や政党リーダーらと協議しているであろうSCAFが、今日明日にかけてどんな追加的声明を出していくか、それは怒りに火がついた市民を一定程度納得させうるものなのか。
ばかにされ続けてきた市民が怒るのはわかるが、それにしても、革命後選挙が行われるまでの間の正当性ある統治は代議制度以外のどこかに委ねられなければならず、それはうまく機能するかどうかは別として、エジプトにおいては軍以外にはない。抗議デモを繰り広げる人たちも、タンターウィーを即刻辞任させて軍政からの民政移管を加速化させよと言うが、正当性をもった民政を作るためには選挙をやらなければならない。バラダイが救国内閣を率いてくれればいいというものでもないだろう。
しかし、SCAFおよびシャラフ暫定内閣は、公正な選挙を実現するための十全な準備を怠ってきた。これほどに市民の信頼を失った警察機構に、投票所の安全を保障させることは不可能。そして、旧態以前とした票を金で買う不正が国中に横行しているという。こんな状況で予定どおり28日に選挙をやったとしても、市民は結局選挙の正当性を認めず、新しく生まれた議会が進める憲法制定のプロセスに対する支持からはじまりその後に続くあらゆる国づくりを阻害していくだろう。
アラブ人、大国エジプトのメンツか。どうして選挙監視団など中立的なバッファーの介入を受け入れなかったのか。僕には、それがとても愚かな判断だったと思えてならない。
まったくアテのない期待だが、とにかくこれ以上の死傷者を出さない形で、この騒擾が早く収まってほしい。
